Abstract	System integration in healthcare ICT domain is proven to yield value only if the interoperability mission is achieved both on the information management and communication protocols level. Open and non proprietary standards play a key role here, since they represent the collection of best practices and are not tied to any specific vendor. After identifying HL7 as the market leader in the healthcare ICT standardization arena, we have identified several areas of improvement in the standard, such as localization methods and dynamic model in regards to the messaging architectures and enterprise communication standards, for which we have based our research on. The thesis has analyzed current status in various countries and markets, studied the HL7 protocol properties, and proposed the additions to the standards in form of the reference communication model and localization/verification methods that have been accepted by the HL7 international community and proven to be working by the Croatian integrated healthcare system implementation in Republic of Croatia. As demonstrated by the results, we strongly believe that the research will bring most important value to the HL7 standard and quality of healthcare systems in general.
Abstract (croatian)	Integracija informacijsko komunikacijskih sustava u zdravstvu pokazuje se da donosi vrijednost tek kada se adresira na svim razinama komunikacije, koji počinju na paketima prijenosa informacija do samog sadržaja koji se komunicira. Ključnu ulogu ovdje imaju internacionalne i otvorene norme, zbog činjenice da predstavljaju skup najboljih iskustava sa raznih projekata te da nisu vezani ni za jednog posebnog proizvođača. Nakon što smo identificirali HL7 normu kao ključnu normu u domeni medicinske informatike, kroz implementaciju pronašli smo nekoliko ključnih područja za poboljšanje iste. Kroz istraživanje analizirali smo postojeće sustave u različitim državama, proučili detaljno HL7 normu, te predložili doradu norme u vidu referentnog komunikacijskog modela te lokalizacijsko/verifikacijskih metoda, koji su u međuvremenu i prihvaćeni na razini HL7 organizacije i dokazani kroz implementaciju integralnog informacijskog sustava primarne zdravstvene zaštite u Republici Hrvatskoj. Prema pokazanim rezultatima možemo sa velikom dozom vjere reći da će ovo istraživanje donijeti vrijednost kako samoj HL7 normi tako i zdravstvenim informacijskim sustavima generalno.
