This thesis describes the process of designing and developing an information system used for managing human resources in higher education (IS-KADR). In modern world, where critical resources of the company become employees and their knowledge, human resources management is an important aspect of the business. In addition to standard personnel data of the employees, this system supports the administrative processes of data specific to the scientific-educational higher education institution. The paper deals with the entire development process of IS-KADR. UML is used for modelling the system architecture, global and detailed, and for the development of a database model. The analysis of requirements and legal regulations were obtained from system specifications. Based on these specifications, a system model was made. Requirements engineering method has been used for the detection and collection of requirements for IS-KADR. FURPS+ methodology and MOSCOW method for tagging requirement priority were used in project documentation. Functional requirements are shown in the diagrams and use cases. The conceptual data model is shown in the entity-relationship diagram. By implementing this system at the University of Dubrovnik it was confirmed that the system provides effective support to specific processes in higher education. An integral part of the information system is application software, and the quality of the software is the most influential component to the information system quality, because the other components are generally more easily replaceable and upgradeable. The paper gives an overview of current technologies that could improve the quality of software development.
