Abstract	Predmet istraživanja ove doktorske disertacije je učinkovitost javnog financiranja sekundarnog obrazovanja u hrvatskim županijama. Efikasno korištenje ograničenih resursa u proizvodnji i alokaciji kvalitetnog obrazovanja predstavlja jedno od najvećih izazova za nositelje politika na regionalnoj razini u Hrvatskoj. Cilj ove doktorske disertacije je postojeće teorijske i empirijske spoznaje, koje se većinom temelje na analizama provedenim na nacionalnoj razini, primijeniti na razini hrvatskih županija i time dati doprinos postojećoj domaćoj i inozemnoj literaturi. U skladu s navedenim ciljem, u radu je korištenjem metode omeđivanja podataka (eng. data envelopment analysis, DEA) konstruiran pokazatelj učinkovitosti financiranja obrazovanja na razini županija, a panel analizom su utvrđene temeljne odrednice učinkovitosti. Kao input varijabla u DEA analizi korišteni su izdaci za obrazovanje, dok su kao output korišteni rezultati državne mature za gimnazije i strukovne škole, pribavljeni od Nacionalnog centra za vanjsko vrednovanje obrazovanja (NCVVO) isključivo za potrebe istraživanja u ovoj disertaciji. Ovo istraživanje rezultiralo je dubljim znanstvenim spoznajama o učinkovitosti korištenja javnih sredstava za financiranje sekundarnoga obrazovanja u Hrvatskoj na razini županija, što predstavlja važan znanstveni doprinos u području javnih i lokalnih financija u Republici Hrvatskoj. Također, istraživanjem je upućeno na važnost pojedinih odrednica učinkovitosti javnoga financiranja sekundarnoga obrazovanja u hrvatskim županijama. Rad sadrži i detaljnu analizu razlike u financiranju sekundarnoga obrazovanja i rezultata državne mature u hrvatskim županijama, koja dosad nije provedena.
Abstract (english)	The subject of this doctoral dissertation is the efficiency of the public financing of secondary education counties.The research’s motivation is that there is no publicly available empirical analysis of efficiency of public financing of secondary education in counties. Given the limited fiscal capacity, the efficient use of limited resources in the production and allocation of quality education, represents one of the biggest challenges for politicians.The dissertation’s goal is to apply the existing theoretical and empirical cognitions, which are mostly based on analysis of the national level, on the counties.This dissertation has, by using the method of data envelopment analysis (DEA), constructed an indicator of the efficiency of education financing on the county level, and by the panel analysis the dissertation has identified the basic determinants of efficiency. The education expenses were an input in the DEA analysis, and the output were results of the national graduation, obtained from the National Centre for External Evaluation of Education (NCVVO).Research has resulted in deeper scientific knowledge on the efficiency of the use of public funds for the financing of secondary education in Croatia at the county level, which is an important scientific contribution in the field of public and local finance, and it pointed out the importance of certain determinants of the efficiency of public financing of secondary education in counties.Dissertation contains also a detailed, never before conducted, analysis of the difference in the financing of secondary education and the results of the national graduation in counties.
